In Georgia, a study conducted by the Vinson Institute found that lottery sales in low-income Latino and African-American zip codes were higher than those of Hispanic and white zip codes. These findings are consistent with other recent findings, including higher lottery spending in Latino and African-American low-income communities. In the United States, black and Latino low-income communities tend to have lower educational levels than white and Hispanic communities, and they are more likely to play the lottery.
